What is the Community Development Program?
The Community Development Department administers two federal housing and community development programs – the Community Development Block Grant Program (CDBG) and the HOME Investment Partnership Program (HOME).
The City of Martinsburg became an entitlement community for the CDBG program in 2004.
In 2007, the City also became a Participating Jurisdiction under the HOME program for affordable housing. The City is the lead member and administrator of the Eastern Panhandle HOME Consortium of West Virginia. The Homebuyer Assistance Program (HAP) is funded through the HOME Consortium.
