The purpose of parking meter fees is to cover the costs of the supervision, inspection, installation, operation, maintenance, control and use of the parking meter spaces and the regulation of the parking of vehicles in the parking meter zones.

Parking meters can be paid with a quarter or digitally via the PaybyPhone app. Meters no longer take any coins other than quarters. 

When using the PaybyPhone Parking app, it is crucial that the license plate of the vehicle parked is accurate on the app. Failure to enter the correct and accurate license plate number will result in a parking violation. The Parking Department and Municipal Court will not void tickets issued to vehicles with incorrect or inaccurate license plate numbers. 

Metered hours are Monday - Friday 9:00 a.m. to 4:00 p.m., excluding holidays.

The following penalties are imposed on parking meter violations:

• Expired Meter and/or Permit Violation
  • $10.00 if paid within 7 calendar days
  • $25.00 if paid after 7 calendar days and before 30 calendar days
  • Violations paid after 30 calendar days are $50.00

Permits for parking meters are issued to persons residing where metered on-street parking is in effect at the rate of six dollars ($6.00) per month. Parking meter permits issued to all other persons is at the rate of twenty dollars ($20.00) per month. Permit parking is for use on green top meters only.

Caperton Train Station Parking

Caperton Train Station, and adjacent parking lot, is owned by the city of Martinsburg. Commuter parking for the Caperton Train Station lot is available on a monthly basis. Permits are $20.00 per month, and are exclusively for use at the Caperton Train Station lot.

Permit forms can be found in the train station on the ledge of the former ticket window, or applicants may mail a note advising of which month(s) a permit is needed and the correct payment. Please keep in mind, if no spaces are available, you will be issued a permit for use at green top meters, unless you request otherwise on your application or in your correspondence.

The City of Martinsburg offers short-term parking permits for the Caperton Train Station Parking lot. These permits are offered at $2.00 per weekday, excluding those holidays in which City of Martinsburg offices are closed.

Oops! So you got a parking ticket. Now what?

To pay a parking ticket you will need the actual ticket or the license plate number of the ticketed vehicle.

Parking tickets may be paid at the following locations:

• Parking Division on the third floor of Martinsburg Police Department, 125 W. Race (during normal business hours)
• By mail: City of Martinsburg Parking Division 125 W. Race Street Martinsburg, WV 25401
• Online: Online Bill Payment

If your car has been booted, do not pay online or via drop box! For prompt service, come directly the Parking Division.

How much is a parking ticket?

For expired meter violations, tickets are $10 if paid in 7 days, $25 if paid in more than 7 days but less than 30, and $50 if not paid in 30 days.

Boot fees are $50 in addition to other amounts owed.

ADA parking violations are $200 for the first conviction, $300 for the second conviction and $500 for subsequent convictions.

All other violations are $50 when paid within 7 days; $75 if paid in less than 30, but more than 7, days; and $125 if paid in more than 30 days.

The City provides one designated parking space for disabled persons within each City block on Queen Street between Race Street and King Street and on King Street between Spring Street and Maple Avenue.

ADA Accessible Parking is not free parking. If there is a meter, it is expected that a coin be deposited, or a ticket will be issued on all vehicles, including those displaying a placard.

The fine for parking in an ADA Accessible Parking area without a valid placard will be no less than $200.00.
