Per the Martinsburg Zoning Ordinance, Article VII: Development Review, Site Plan Review is required for all uses listed in Section 560: Table of Zoning District Uses as requiring a site plan. In addition, Site Plan Review is required for all development in business and industrial districts and for all development of 120 square-feet or more of area.
