The public health, safety, welfare, and well-being of the citizens of Martinsburg demands the continuance, maintenance, and improvement of the essential service of fire protection within the City. Because public revenues of the City are not sufficient to provide adequate fire protection, it is necessary that an annual fire be collected from each owner and business establishment which are users of fire protection service within the City of Martinsburg.

The City's fire protection fee rates are as follows:

Residential

Single family residence, per unit, and multiple family dwelling or apartment, per residential unit or apartment, whether or not occupied, the fee is ninety dollars ($90.00) per year.

Business

Business establishment owners shall be based on total utilizing square footage, excepting basement areas, using exterior measurements. The City Building Inspector shall determine square footage measurements utilizing existing maps, site and building plans, and/or field surveys. The fee for business establishments is $0.075 per square foot, per year. The minimum fee for a business is set at ninety dollars ($90.00) per year.

Residential & Business

If the building or buildings are used for both residential and business use purposes, the higher of the two classifications (residential or business) will be utilized.

Discount

Any owner or user paying his or her fire protection fee in full within twenty days of the date the fire protection bill is issued, such payment to include any prior year's fees and arrears, shall be entitled to an eighteen percent (18%) discount of the current fiscal year fire protection fee.

Overdue Interest

Any owner or user not paying his or her fire protection fee in full by the last day of the City's fiscal year (June 30th), shall be assessed an overdue interest charge of ten percent (10%) of the unpaid balance. This overdue interest charge shall be assessed and compounded each an every year in which the balance remains unpaid in whole or in part.

Pay Garbage Fees Online

The City of Martinsburg provides garbage collection to all users within the city limits. Garbage service users are billed annually during the months of July, August, and September for the time period July 1 through June 30. In order to make this service self supporting, the City established the following schedule of fees, rates, or charges:

Standard Garbage Service

Standard types of garbage service include private residence, individual apartment dweller, individual townhouse dwelling, and businesses. Standard garbage services does not include special collections or dumpster pick-ups. The fee for standard garbage service, including two pickups per week, is $450 per year.

Dumpster Pick-Ups

Dumpster pickup service for a three cubic yard dumpster are as follows:

• $1,850.00 per year for one pickup per week
• $3,700.00 per year for two pickups per week.
• $5,550.00 per year for three pickups per week.
• $7,400.00 per year for four pickups per week.
• $9,250.00 per year for five pickups per week.

City of Martinsburg Single Stream Recycling - See below for more information regarding collection and acceptable items (including glass bottles). Please do not put recyclables in a bag - place them in a rigid container.

• There is no additional fee for recycling, which is mandatory in City limits.  
• Pick-up will still be on your regular recycling day.
• If your trash collection is Monday/Thursday, your recyclables will be collected on the 1st and 3rd Wednesday of the month.
• If your trash collection is Tuesday/Friday, set yours out on the 2nd and 4th Wednesdays.
• No need to separate, just toss it into one rigid container.

Special Collections

A special garbage collection (extra pickup) can be arranged for materials that are too large to put with the normal garbage. Prices will vary depending on the size of the load.

The City of Martinsburg has an annual Spring Clean-up Campaign in which residents may drop off one load of refuse at the E. Stephen Street Recycling Facility at no charge. Residents are encouraged to take advantage of this campaign and tidy up their neighborhoods.
