Notice is hereby given that sealed bids will be received by the City of Martinsburg at the Office of the City Manager, 2^nd Floor, 232 N. Queen Street, Martinsburg, West Virginia 25401, until 9:00 a.m. on Wednesday, September 30, 2026, for the “Downtown Street Light Removal and Installation Project.” Bids will be publicly opened and read aloud at 10:00 a.m. on Wednesday, September 30, 2026, in the Second Floor Conference Room at City Hall, 232 N. Queen Street, Martinsburg, West Virginia 25401.

A voluntary site visit will begin at City Hall, 232 N. Queen Street, Martinsburg, West Virginia 25401, on Monday, September 14, 2026, at 10:00 a.m. Attendance is optional and is not a condition of bid responsiveness.

Specifications and bidding documents are available at the City Manager’s Office, 232 N. Queen Street, Martinsburg, West Virginia 25401, and may be examined or obtained during regular business hours. Documents may also be posted on the City’s official website.

Once complete, signed paper copy of the bid shall be enclosed in a sealed envelope marked “Downtown Street Light Removal and Installation Project.” The bidder’s legal name and address shall appear on the outside of the envelope. Bids may be delivered by hand or mail, but must be received at the Office of the City Manager before the deadline. Email, facsimile and other electronic submissions will not be accepted.

Bids shall remain firm for sixty (60) days after opening. The City reserves the right to reject any or all bids, waive informalities and award the Contract in the best interest of the City.

Women-owned, minority-owned and disadvantaged businesses are encouraged to submit bids.
