NOTICE TO BIDDERS
Notice is hereby given that sealed proposals will be received by the City of Martinsburg at City Hall, 232 N. Queen Street, Martinsburg, West Virginia on Thursday, September 3, 2026, at 10:00 AM local time, and at such time and place will be opened and read in public, for 2 Ambulances for the Martinsburg Fire Department. Specifications and bidding documents are available at the City Manager’s Office, City Hall, 232 N. Queen Street, Martinsburg, West Virginia, 25401 and may be examined and/or obtained during regular business hours. All bids must be submitted on the proposal forms contained in the bidding documents. All bids shall be accompanied by a fully executed Non-Collusion Affidavit, and contain an Affirmative Action Plan Statement, all of which are included in the bid document. All complete bid submissions shall be enclosed in a sealed envelope addressed as follows: “CITY OF MARTINSBURG, WEST VIRGINIA, 2 AMBULANCES.” Said sealed envelopes shall bear the name and address of the bidder on the outside face of the envelope.
Proposals shall not be withdrawn and shall remain in effect for a period of sixty (60) days subsequent to the opening of the bids, except that the bids of any consenting bidder may, at the request of the City, be held for consideration for a longer period as may be agreed.
Each bid proposal shall be accompanied by a Bid Bond, certified check, cashier's check, or irrevocable letter of credit in an amount not less than ten percent (10%) of the total bid submitted.
The purpose of the Bid Bond is to guarantee that the successful bidder, if awarded the contract, will execute all required contractual documents and provide the required Performance Bond within the time specified by the City.
Failure of the successful bidder to execute the contract documents or furnish the required Performance Bond within twenty (20) calendar days after receipt of notice of award shall constitute a default. In the event of such default, the Bid Bond shall be forfeited to the City of Martinsburg as liquidated damages and not as a penalty.
Bid Bonds submitted with unsuccessful bids shall be released upon award of the contract.
The City of Martinsburg reserves the right to award the contract to the lowest responsive and responsible bidder or reject any or all bids within sixty (60) days following the bid opening.
The City of Martinsburg reserves the right to reject any or all bids and/or waive any informalities as may be deemed to be held in the best interest of the City of Martinsburg.
