Watch here: 2026 State of the City Address

Mayor Kevin Knowles shared an honest and forward-looking State of the City message with our business and community partners—and the message was clear: The State of the City of Martinsburg is strong and is addressing challenges head on.

 -  A responsible FY 2027 budget built on stable services, public safety and fiscal discipline.
 - New investments in Fire & EMS staffing and continued strength in police coverage.
 - Long-term planning for growth, including evaluation of a future west-side fire station.
 - Increased investment in parks, recreation and quality of life.
 - Modernization of City systems to improve transparency and customer service.
 - Strong partnerships driving major investments in healthcare, housing, downtown revitalization and jobs.

As we celebrate America’s 250th birthday, the focus remains on doing the basics well: safe neighborhoods, reliable services, disciplined finances and thoughtful planning—not just for today, but for decades to come.

Strong cities make for a strong state and Mayor Knowles says we are playing our part.

Thank you to our employees, residents, businesses and partners who show up every day to make Martinsburg work. Reliable. Disciplined. Focused on the future.
